Safe & Healthy School
As one of the settings for Kwai Tsing Safe Community for the younger age group is the school, Safe and Healthy School program was piloted in early 2004. The program aimed to promote a safe and healthy school environment; to prevent injuries and to sustain healthy lifestyle adopted by the teachers, students and their parents. A collaboration group involving the KTDC, Education and Manpower Bureau, Chinese University of HK, Department of Health, China Light and Power Company Ltd., OSH Council and PMH was formed. A kindergarten, a primary school and a secondary school joined the pilot program, which included the formal and informal curricula in health; creation of a safe and healthy school environment; involvement of the family and wider community in efforts to promote safety and health.
The 3 pilot schools had successfully completed the curricula and were accredited as Safe and Healthy Schools by the Association. Formal launching of the Kwai Tsing Safe and Healthy School program was held in July 2005. A list of 34 criteria were compiled to include safety and health management policy and implementation, environmental hygiene and protection; and community participation. 6 schools joined the program and all were accredited to be Kwai Tsing Safe and Healthy School in February 2007. Another similar project was conducted for 10 schools in collaboration with a NGO.


Since 2003, a total of 16 site visits and 2 dietetic consultations were organized for these schools. In addition, 9 health education sessions were conducted for 1,600 participants, 14 CPR training for 600 participants and 18 infection control sessions for 3,000 participants including students, teachers and parents. In the Safe and Healthy School accreditation, a total of 16 schools together with over 12,185 students and teachers were involved in the scheme.

had been made to the Education Department, a hospital, a secondary school, a primary school and a kindergarten. Their experiences of the Health Promoting School were shared. In the HK context, school health promotion and injury prevention had been actively pursued by a few organizations; namely the OSH Council, the Chinese University of HK, and the HK Childhood Injuries Prevention and Research Association. In order to better utilize the existing resources, the HK Alliance for Safe and Healthy School was formed. The KTSCHCA, as the first to pilot Safe Schools in HK, had been actively involved in the planning process and the final establishment of the Alliance.
The HK Safe and Healthy School Accreditation Scheme was formally launched at the China HK Safe and Healthy Community Network Annual Meeting in November 2005. A set of guidelines incorporating the safety management system, the 7 criteria of a Safe School and 6 elements of a Health Promoting School were issued. Local schools were encouraged to join the program and the status of Kwai Tsing Safe and Healthy School could be awarded if they could fulfill the criteria set out by the Association, a checklist for Safe and Healthy School is attached in Appendix 3
